  1. Give researchers and technical experts autonomy and influence over funding decisions.

  2. Incorporate technology transfer in research organizations.

  3. Focus demonstration projects on learning.

  4. Incentivize international collaboration.

  5. Adopt an adaptive learning strategy.

  6. Keep funding stable and predictable.
